  • Permanent Full-Time Career Opportunity – 35 hours per week

Job Description

At Moree Plains Shire Council, we are seeking a forward-thinking, analytical, and communicative leader to join us as our Manager Water & Wastewater. The Opportunity

Reporting to the Director of Infrastructure, you will lead the strategic planning, management, and operations of Council's Water Supply and Wastewater services. This senior role is vital for driving the long-term sustainability of the Shire's water infrastructure and ensuring the delivery of high-quality, reliable services to our diverse community.

Your key responsibilities will include:

  • Leading and managing the Water and Wastewater teams (4 direct and 24 indirect reports) to foster a culture of performance and excellence.
  • Overseeing plants and networks to ensure that all processes remain efficient, effective, and sustainable.
  • Driving strategic service planning, including the review and updating of the Integrated Water Cycle Strategy & Plan.
  • Managing complex capital programmes, overseeing everything from scope and design to procurement and contract management.
  • Maintaining regulatory integrity, providing expert guidance on Drinking Water Management System Guidelines and regulated water systems.
  • Fostering positive relationships with community members, Councillors, and external agencies like the EPA.
  • Ensuring environmental compliance, including the implementation of the Pollution Incident Response Management Plan and Liquid Trade Waste Policy.
  • Analysing technical data to inform service impacts and future infrastructure planning.

Desired Skills and Experience

About You

You are a transparent leader with exceptional attention to detail and the ability to provide specialist guidance on complex technical matters. You have proven experience in constructively managing customer interactions and leading multidisciplinary teams to achieve quality outcomes.

To succeed in this role, you’ll bring:

  • Degree-level qualification in Engineering Science (Water and Wastewater) with Asset Management certifications or a related discipline.
  • Extensive practical experience in water supply and wastewater services with a working knowledge of Integrated Planning & Reporting.
  • Proven expertise in budget management and providing strong financial oversight.
  • Outstanding written and verbal communication skills, with the ability to liaise with people at all levels.
  • Advanced literacy and numeracy skills to interpret and prepare complex technical reports and legislative documents.
  • Excellent organisational skills to prioritise tasks and meet defined deadlines with high accuracy.

Required Tickets, Licences and/or Qualifications:

  • General Construction Induction Certificate (White Card).
  • Class C Driver's Licence.

Desirable Criteria:

  • Previous Local Government experience.
  • Qualifications in Management and/or Team Leadership.
  • Experience in CAD or GIS mapping software.

Required Clearances and Checks:

  • Pre-employment medical, which may include drug and alcohol testing.
